1. Project Overview

The Revenue Department of the Government of Maharashtra had been endeavouring to set up a monitoring system in the State for various revenue sources of the Department. It was pertinent not only for revenue growth but also for improving the service delivery and attaining the development goals of the Department. This initiative aids the Department in making a reasonable advancement in terms of maintaining a database related to minerals, registered agencies, lease period, renewals, tracking and monitoring the movement of minerals, payment processes, recovery procedures, and so on.

For decades, the processes were handled manually which resulted in delay in monitoring and reporting. In addition, there was no system for end-to-end tracking of minor minerals from quarry till the destination. Therefore, it was tough for the Department to keep track of the actual quantity of minerals excavated.

Owing to aforementioned issues, Revenue Department took the step to deploy integrated IT enabled process for monitoring all Minor Minerals in the state of Maharashtra such as Limestone and Lime Shell, Laterite Stone, Murum, Chalcedony Pebbles, Ordinary Sand, Mangalore Tile Clay, Soil, Slate and Shale, Brick Clay, Bentonite, Decorative Stones, Agate, Corundum, Dolomite, Feldspar, Fireclay, Laterite, Mica, Pyrophyllite, Quartz, Quartzite, Shale, Silica Sand, and China Clay.

2. System Overview

Mahakhanij 2.0 is an integrated digital platform for managing mineral permissions, leases, royalty payments, mineral transportation, surveys, enforcement and regulatory compliance across Maharashtra. The platform connects applicants, leaseholders, vehicle owners, government officers and other stakeholders through transparent, traceable and user-friendly digital services.

The Mahakhanij 2.0 platform is structured into the following functional modules:

A. Core Modules

Enables citizens, applicants, leaseholders, vehicle owners, service providers and government officers to register and securely access Mahakhanij 2.0. Role-based permissions ensure that each user can view and perform only the services and activities authorised for their assigned role.

Supports the digital lifecycle of quarry leases and mining permissions, including application, scrutiny, approval, renewal, transfer, surrender and closure. It maintains authorised mineral, area, validity, production and compliance information to support transparent administration and timely decision-making.

Facilitates applications for temporary excavation permission associated with construction and infrastructure projects. The module supports project verification, excavation-quantity assessment, applicable royalty payment, approval and mineral transportation while enabling data exchange with BPMS, AutoDCR and planning authorities.

Manages approved sand sources, sand ghats, extraction permissions, stock points, reservations, lifting, transportation and related payments. The module improves visibility of sand availability and authorised movement while supporting regulatory control from the source to the destination.

Maintains registration, licence, mineral receipts, stock balance, sales and dispatch details for authorised stockyards and mineral depots. The module provides a traceable account of incoming and outgoing mineral quantities and supports verification of lawful storage and transportation.

Records authorised mineral production, opening and closing stock, dispatch quantities and destination details. The module compares production and transportation data with approved permissions and available balances, helping government officers and leaseholders maintain accurate mineral accounts.

Supports assessment of royalty and other applicable government charges based on the approved mineral, quantity, rate and permission type. It generates a traceable demand note and provides applicants with a clear payment breakup before they proceed with online payment.

Enables users to pay royalty, fees and other applicable charges through integrated digital payment channels. The module records transaction status, supports confirmation and reconciliation and links successful payments with the relevant application, demand note, permission or service.

Enables authorised users to generate and manage Digi-TPs after validating the mineral source, available quantity, destination, vehicle, driver, GPS device, route and applicable payment. Each Digi-TP supports secure verification, transportation tracking, exception reporting and a complete digital audit trail.

Enables registration and verification of vehicles used for mineral transportation. Vehicle ownership, registration, permit, fitness, insurance, GPS device and other required information can be maintained and validated before the vehicle is permitted to operate under a Digi-TP.

Tracks registered mineral-transport vehicles during active Digi-TP journeys using approved GPS devices. The module displays location and trip status and generates alerts for route deviation, prolonged stoppage, device disconnection and other defined transportation exceptions.

Supports verification of vehicles, Digi-TPs, mineral details, quantity, route and permit validity at notified check posts and field locations. Officers can record inspection results, violations and further action digitally, creating a consistent and traceable enforcement process.

Records seized minerals, vehicles, equipment, inspection evidence and related proceedings. The module links each seized item with the applicable case, custody location, notices, penalties, release or auction action, providing an accountable record throughout the enforcement lifecycle.

Supports publication and management of eligible mineral and seized-material auctions. Registered bidders can view auction details and participate according to approved conditions, while officers can manage schedules, bids, results, payments and allocation through a transparent digital process.

Enables leaseholders, licence holders and authorised operators to submit periodic production, dispatch, stock and other prescribed returns. The module validates submitted information, monitors due dates and helps officers identify missing, delayed or inconsistent compliance records.

Manages assessment, notice, demand, payment and recovery of penalties and outstanding government dues arising from mining-related cases. Automated reminders, escalation and case-status tracking help authorised officers monitor recovery while maintaining a complete record of action taken.

Provides an online channel to submit and track grievances and eligible appeals concerning Mahakhanij services. Each submission receives a reference number and is routed to the appropriate authority for review, response and disposal within the applicable administrative process.

Supports scheduling, assignment and recording of inspections for quarries, stockyards, vehicles, excavation sites and other regulated locations. B. Survey, GIS and Surveillance Modules

Supports planned drone surveys of mines, quarries and other approved mineral areas. Geo-referenced imagery, orthomosaics, terrain models and survey observations can be linked with the relevant mineral site to support boundary verification, measurement and periodic assessment.

Supports bathymetric surveys of approved riverbeds and sand-extraction areas to record water depth, bed profile and survey observations. Periodic results can be compared with previous surveys to support scientific assessment and monitoring of permitted extraction areas.
